으)ㄹ래요 is used to indicate the speaker's will, in the first person.In the second person, it is used to make a request or suggestion to the listener or indicate the intention to do something.
ㄹ/을까요 is used when proposing a course of action to annother person.
也就是说，两种句式都有向对方提出建议的用法，으)ㄹ래요 更委婉，而且这种用法时必须用第二人称。而且으)ㄹ래요还有表示说话者意图和愿望的意思。
